A cosmic witch is a witch whose practice is timed and shaped by the sky. Astrology is not a garnish on her craft, it is the craft: she reads birth charts, tracks transits, works spells in the planetary hour that matches them, and treats a retrograde as a scheduling note from the universe. Her calendar is an ephemeris, and her most important tool is the actual night sky.
The path has deep roots. For most of history, astrology and magic were one job: court magicians chose coronation dates by the stars, doctors consulted charts before treating patients, and the old grimoires sorted every spell under a ruling planet. The cosmic witch is the modern heir to that tradition, part astronomer, part astrologer, part practical scheduler, with an altar that tends toward star maps, silver and midnight blue.

Chart work
The foundation. She knows her birth chart cold, reads charts for friends whether they asked or not, and checks the current transits before anything important. The chart is her map of tendencies, timings and weather warnings.

Where others panic, she plans. Retrogrades are treated as built-in review periods: Mercury for rereading and repairing, Venus for revisiting old loves and values. Nothing new gets launched, and a great deal gets quietly fixed.

Her working space looks like a small observatory: star charts, planet symbols, silver candles, maybe a scrap of meteorite. The altar tracks the sky's current mood and gets rearranged as the planets move.
Actual stargazing

History and fiction both keep a seat for the magician who works by the stars:
Nostradamus: The most famous astrologer who ever lived. Physician by day, and by night a caster of charts whose quatrains are still being argued over five centuries later.
Agnes Nutter: The only prophet in history whose predictions were all correct. Her book flopped anyway, because accuracy turns out not to be what prophecy readers want.
Merlin: Britain's house magician read the future in stars and comets and arranged a kingdom around what he saw. Every star-consulting wizard since is quoting him.
Cassandra: Apollo gave her true sight, then the curse that no one would believe it. She is the patron of every seer who was right too early.
Mother Shipton: Yorkshire's cave-dwelling prophetess, foretelling carriages without horses and iron ships from Tudor England. Her cave is still a paying attraction five hundred years later.

It is the core skill, so yes, eventually. But the entry bar is low: learn your own chart, the meanings of the seven classical planets and the current moon sign, and you are already practicing. The depth comes with years, like any craft.
What are planetary hours?
An old timing system that divides each day and each night into twelve hours ruled in turn by the seven classical planets. A cosmic witch matches work to its ruler: love in an hour of Venus, money in an hour of Jupiter, endings in an hour of Saturn.
What is the difference between a cosmic witch and an astrologer?
The astrologer reads the sky to understand: charts, forecasts, analysis. The cosmic witch reads it to act, using the same information as ritual timing and spell design. Many people are both, and historically almost everyone in the trade was.
