Neutral evil can cooperate, plan or keep a promise when doing so serves the character’s aim. The distinction from lawful evil is that a code or institution is a tool rather than a central commitment.

The character’s benefit takes priority over the owner’s loss. Neither preserving a system nor defying it is the main attraction.
What would this character sacrifice for a goal, and what consequence exposes the cost to someone else?
Neutral Evil characters
These are possible readings of fictional characters, not official D&D classifications. Adaptations and character arcs can support different placements; identify the version and the choices you mean.
Petyr Baelish: His willingness to use or destabilize institutions for personal advancement supports a neutral evil reading.
Scar: The pursuit of power at others’ expense makes evil a plausible reading. Whether order is a commitment or merely a tool is the second question.
Walter White: Later choices that place ambition above others’ welfare support this interpretation. An alignment should identify the period of his story being discussed.
Gollum: His fixation on the Ring and willingness to harm others support this reading, while coercion and divided motives complicate a simple verdict.
Cersei Lannister: Using alliances instrumentally supports this interpretation. Her investment in family and hierarchy also gives readers grounds to debate lawful evil.
